This thesis examines differences in the procurement practices of Government-oriented businesses and commercial-oriented businesses. A survey was conducted of various businesses within California, several questions were asked in the topic areas of long term contracting, subcontracting, source development and contract administration. The responses are stratified and compared in this baseline study. While differences exist among the two groups, they share many similarities that are also presented in the study
