A meeting was held with General Services Administration (GSA) on 21 September at Headquarters Building to discuss the referenced subject. The following persons were present: Marsha Pruitt, GSA Jay Cohen, GSA 2. Mr. Cohen also confirmed the Agency’s opinion that legal constraints would forego the Agency funding highway construction outside the property or operating a commuter shuttle bus between Headquarters and a mass transit station. 5. A subsequent review of OMB Circular No. A-118 by OL/BPS does not indicate that GSA has authority over the acquisition of parking facilities.
