Approved For Release 2003/04/25: CIA-FkDP91-00682R000100090005-0 Tuesday – 11 January 1949 1. The Director and.I talked with Sen. Tydings, Chairman of the Senate Armed Services Committee, regarding; proposed CIA enabling legislation. Sen. Tydings stated that he would introduce the bill immediately. I explained to him that we had not yet had formal clearance with the Bureau of the Budget. The Senator stated that he would immediately introduce it nevertheless. 2. I informed John Adams, Chief Clerk of the Senate Armed Services Committee of Sen. Tydings’ decision, and pointed out that certain changes in the bill would be necessary when we secured clearance from the Bureau of the Budget, and he suggested that these changes be forwarded when received as proposed amendments to the Tydings’ bill. 3. I informed Mr. States, Assistant Director, Bureau of the Budget, regarding items 1 and 2, above, pointing out that the Director was somewhat embarrassed by Sen.

Tydings’ action, but,that we had not expected it and had tried to head it off. 4. The Director and I talked with ‘Sen. Gurney of the Senate Armed Services Committee in response to his question as to Russian reaction should the United States attempt to force an armed train or armed convoy through to Berlin.
