Since the requirement for formal risk management in all major development programs, several methodologies have been suggested but few have been implemented with persistence. The Air Force Academy Risk Analysis Study Team suggested that a quantitative risk assessment technique based on network simulation and subjective probability estimates could be used to assess risk in the three primary development variables: cost, schedule, and technical performance. The thesis attempted to determine the feasibility and practicality of applying such a methodology to the A-10 Full Scale Development Program for cost and schedule variables only
