Description of the Book:

An evaluation of the costs and benefits of the Foreign Military Sales (FMS) program is presented. Focusing on economic, military, and political factors, a comparative analysis reveals that the FMS program is beneficial to the United States at this time. However, if program controls are not improved the FMS program could become detrimental to national security. The recommended approach to improved program controls is more involvement of the State Department in DOD’s Security Assistance Planning, Progamming, and Budgeting System (PPBS) and better coordination and analysis of data already available in the system.
