Description of the Book:
The purpose of this project is to explore the Electronic Message Service (EMS) proposed by Xerox. The first part focuses on the features of the proposed EMS–discussing the system configuration, examining problems of existing systems, comparing XTEN to other EMS designs, exploring applications, analyzing cost benefits and the security measures that should be provided by such a system. Part two examines the policy issues involved in the Xerox proposal. The threshold question of whether a market exists or not is dealt with. Then rule changes and the reallocation of the 10.55 to 10.68 GHz band are analyzed and recommendations are made. Finally, present regulatory policy is examined in terms of common carrier history and the XTEN proposal. Recommendations, concerning how, by whom and to what extent the EMS should be regulated are made. It is the thesis of this paper that market forces should be allowed to regulate and that monopoly oriented rules should be dropped in respect to the EMS.
