Description of the Book:

This thesis examines the evaluation process of Air Force design and construction project managers on user requested changes to facility construction projects. Project managers who incorporate user requested changes probably enhance the facility quality, but also adversely affect the project execution (on time and within available resources) and the Air Force image before Congress. The researcher interviewed 27 experienced project managers in 3 different organizations on their decision-making processes to balance the trade- offs between cost, performance, enhancing user productivity, and schedule. This research employs a reason analysis methodology. Therefore, this paper develops rather than tests a specific hypothesis. Frequency counts and open-ended questions help show the most important criteria in the decision making process. Relating responses of various questions helped the researcher gain insights into the change request process in general
