Description of the Book:

The purpose of the Naval Reserve components is to provide trained units and qualified personnel for active duty in the armed forces in time of war, or national emergency, and at such other times as the national security requires. These components also fill the needs of the armed forces whenever more units and persons are needed than are in the regular components to achieve the planned mobilization. The major management objectives used in developing the manpower program, which is the basis for computing the Reserve Personnel, Navy appropriation are as follows: Provide a Naval Reserve component, as a part of a total force of the U.S. Navy, which is to be prepared to conduct prompt and sustained combat operations at sea in support of U.S. National interests and to assure continued wartime superiority for the United States. That function prescribed in the U.S. Navy’s mission for sustained combat operations at sea becomes the responsibility of the Reserve Forces to enhance the total force to provide the capacity for sustained operations; Adequately man the approved force structure with properly trained personnel, and keeping operating strength deviations (over/undermanning) within manageable levels; Achieve and maintain the officer and enlisted grade

structures necessary to support force structure requirements while meeting personnel management goals; and Improve retention, increase re-enlistments, and optimize prior service enlistments
