Decision making is a difficult skill to master. At the same time, it the most important activity senior leaders perform. The events of the past few years serve to emphasize the difficulties confronting defense decision makers. The unprecedented pace of change in the global environment makes it difficult to interpret our national security needs and adjust to them. Especially daunting is the prospect of downsizing the military while we are facing a whole new, and uncertain, set of challenges across the globe. Now, perhaps more than any time in our history, it is imperative that senior military leaders are competent decision makers. All military officers, whether in command or staff positions, are called upon to make decisions or to participate in the decision-making process. Senior leaders provide the strategic vision and set the objectives for the Army. Staffs and subordinates can propose alternatives and analyze information, and compare and recommend courses of action.

However, their effort does not relieve senior leaders of the responsibility to analyze information themselves as part of the decision-making process. In the end, the senior leader alone must make the final decision and accept personal responsibility for a successful outcome
