The terms effects-based operations (EBO) and effects-based approach to operations are two of the most controversial topics in modern joint warfighting. A recent article broke the controversy into two camps. Proponents of EBO seek greater efficiency and less destruction in combat by linking each use of military force, down to the most tactical levels, to overarching, strategic effects or objectives.
