The report questions whether there is evidence to indicate a significant undercount of the Spanish speaking background population in the United States in the 1970 Census and whether the undercount, if any, was due to the U.S. Census Bureau’s methodology, including its collection techniques. The report also notes that these issues are not unique to persons of Spanish speaking background. Data includes: (1) important issues of Census data, such as voting rights, federally assisted programs, and equal employment opportunities; (2) the Bureau’s estimates of population undercounts; (3) indications of a Spanish speaking background undercount, also covering the black undercount and independent reports and surveys; (4) the Bureau’s methodology and data collection, especially field collection techniques, bilingual or Spanish questionnaires, and methods of identifying persons of Spanish speaking background; and (5) Bureau of Census employment for community education specialists, census enumerators, and general employment. The report found that, while it is clear that in the 1970 Census the Bureau’s efforts to enumerate persons of Spanish speaking background were greater than in any previous Census, they were not well thought out and, as a result, were inadequate.

There is strong evidence that the Spanish speaking background population was undercounted substantially. The documentation lies especially in the Bureau’s undercount of blacks, its methodology for the collection of data, and myriad independent surveys and reports.
