The Five-Year Plan has been prepared by the California Postsecondary Education Commission as a part of its responsibility for planning and coordination of postsecondary education within the State. The initial Five-Year Plan inaugurated a new approach to educational planning in California. The 1960 Master Plan for Higher Education was concerned with the three public segments of higher education–the University of California, the State Colleges, and the Community Colleges–and to a limited extent with independent higher education.
