Description of the Book:

In a discussion of the organizational and presidential functions of the community college, four major influences forcing administrative changes are indicated: (1) the usurpation by governing boards of administrative functions; (2) increasing state and federal control with consequent movement toward centralized authority; (3) collective bargaining, which forces centralized administration; and (4) diminishing enrollments and dollars combined with rising costs. To cope with these influences it is proposed that new instructional approaches be encouraged, that organizational structures be examined and redesigned, and that management systems be employed. The latter could include program budgeting, modeling for budget projections, and management by objectives. In addition, the factors of greater faculty productivity, interinstitutional cooperation, and the restoration of the authority and responsibility of the president are seen as necessary to the survival of the community college as a viable part of higher education.
