Description of the Book:

New data issued by the U.S. Bureau of the Census and the U.S. Department of Housing and Urban Development (HUD) show that most poor households in the Buffalo (New York) metropolitan area pay extremely large portions of their limited incomes for housing costs. Housing is considered affordable for a low-income household if it consumes no more than 30 percent of the household’s income. Yet, nine out of every 10 poor renters and nearly half of all poor homeowners in Buffalo paid more than 30 percent of income for housing in 1984. The problems of finding affordable housing faced by the poor worsened appreciably from the mid-1970s to the mid-1980s in contrast to the housing burdens of more affluent households in the area. The poor were also more likely to live in substandard housing. The increase in the shortage of low-rent housing since 1976 can be attributed primarily to large declines in household incomes and modest increases in housing costs, particularly for black renters.

Government assistance through subsidized housing programs is not available for most poor households, and benefit levels for cash assistance programs have declined sharply in New York State in recent years. Most national analyses forecast that the gap between the number of low-income households and the number of units affordable by these households will grow substantially larger in the years ahead.
