This document provides a summary of school-reform actions taken by each of the 50 states and Puerto Rico as of February 12, 1996. Reform refers to four broad categories–school choice, services that are contracted out to private entities, deregulation or decentralization (for example, charter schools), and accountability through strong academic standards and assessment mechanisms. Data show that 16 states permit statewide public school choice; 13 states have ongoing public school choice within some or all school districts; 11 states have charter schools that offer real autonomy; and 26 programs offer private-sector scholarships.
