Description of the Book:

States are implementing standards-based reforms because of past failures to produce educational environments that ensure high academic achievement. The development of state standards, the availability of related curriculum documents, assessing student achievement, and institutional accountability measures have been some of the most effective strategies affecting districts’ efforts to build school capacity. This report argues, however, that the blueprint for the standards-based reform movement lacks a foundation. Unless states use their newly established, more rigorous standards to build that foundation, the probability for success of the current standards-based reforms is no better than that of previous reform movements. States must develop preservice teacher education and professional development programs that provide teachers with the skills and knowledge required to teach to the higher standard.
