This report compares New York’s reading and mathematics performance on the most recent administrations of the state assessment with performance on the National Assessment of Educational Progress (NAEP). To indicate how New York is doing in narrowing the academic achievement gap between African American and Latino students and their white, middle class peers, the report presents NAEP data by race/ethnicity. The report presents other state-level data on K-college education, including demographic distribution across each educational level, participation and success in Advanced Placement, percentage of students taking high-level courses, school funding gaps, and high school and college graduation rates. Results from the state’s 2000 reading assessment showed that 59 percent of 4th graders performed at level 3 or above. Whites performed significantly better than African Americans, with 72 percent of white 4th graders at level 3 compared to 37 percent of African American 4th graders. In 1998, 62 percent of all 4th graders performed at the basic level or above on the NAEP reading assessment, with 29 percent at proficient or above.

On the 2000 NAEP mathematics assessment, 68 percent of all 8th graders performed at the basic level or above in mathematics, with 26 percent at proficient or above. Significantly more white than black 8th graders had high scores. New York had the 8th largest African American-white 4th grade achievement gap on the 1998 NAEP reading assessment. New York’s African American-white 8th grade mathematics achievement gap falls 11th among the states on the 2000 NAEP assessment. African Americans and Latinos were underrepresented in Advanced Placement (AP) test taking, while Asian Americans took them at high rates. About 43 percent of New York’s high school students enroll in college, compared to 54 percent nationwide. Latinos and African Americans graduate from the state college at the lowest rates. Nearly one in five New York secondary classes are taught by teachers lacking a major or minor in the field. Districts with higher child poverty rates and higher minority enrollments have the fewest state and local dollars to spend per student.
